Is 16G Fibre Channel the same as 16G Ethernet?

No. 16GFC runs at a 14.025Gb/s line rate under the Fibre Channel FC-PI-5 direction, not an Ethernet rate, and it is used in SAN fabrics rather than Ethernet switching. An SFP+ cage is shared, but a Fibre Channel port and an Ethernet port will not interoperate.

SW or LW for a 16G FC link?

SW is the multimode short-wavelength direction, listed for about 100m on OM3 and 125m on OM4, and covers links inside a data hall. LW is the single-mode long-wavelength direction for 10km, used between buildings or across a campus. The installed fiber decides it.

Will a 16G FC module negotiate with an 8G port?

Fibre Channel generations commonly negotiate down one or two steps, but the supported set depends on both the HBA or switch model and its firmware. Confirm the negotiated rates on both ends before mixing generations, and expect the slower end to set the link rate.
