Only if the host supports it. The parallel lanes on MPO-12 can be split toward lower-rate ports, but the source port has to be configured for that breakout mode and every branch port must accept the resulting rate. Confirm the port mode on the target platform first: the cable alone does not create a breakout.

How does 100G QSFP28 PSM4 differ from a duplex single-mode module at the same rate?

100G QSFP28 PSM4 spreads its lanes across parallel fiber on MPO-12, so it needs a parallel trunk and suits breakout planning. A duplex option carries the same rate over one fiber pair on LC, which fits structured cabling that was never built for parallel trunks. The two are not interchangeable even though both are single-mode.
